Learn, exchange, grow, and serve. The U.S. Department of State offers many programs for non-U.S. citizens wishing to come to the U.S. for cultural, educational, or professional exchange. These programs are augmented by local opportunities in countries around that world that allow non-U.S. citizens to explore U.S. culture and the English language.
More than 430 international student advising centers in more than 175 countries and territories that offer information about opportunities to study at accredited postsecondary institutions in the United States.
American English is a resource center for teaching and learning about American English language and culture.
Cultural and Professional Exchanges Programs
Exchanges that engage professionals in the government, non-profit, and private sectors; high school students; representatives from the cultural and sports communities; and disenfranchised and underserved audiences.
Brings emerging leaders and professionals to the United States on 13 different cultural exchange programs focused on education, research and skills development. The program allows participants to hone their skills, immerse themselves in American society and culture, connect with Americans, and share their culture with their American host communities.

YALI Mandela Washington Fellowship
The Mandela Washington Fellowship is YALI’s flagship program, bringing African civic, business, and community leaders for academic coursework, leadership training, and networking at U.S. colleges and universities.
YALI Regional Leadership Centers
The four YALI Regional Leadership Centers (RLCs) provide in-person and online training throughout the year in business and entrepreneurship, civic leadership and public management. They also offer opportunities for professional development and networking.
The YALI Network provides free tools and resources to help young African leaders develop the skills and connections they need to become a positive force for change in their communities.
Hubert Humphrey Fellowship Program
This one–year, full scholarship program is offered to mid-level professionals who have a proven record of leadership, commitment to public service, and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university. This is not a degree-granting program, but rather is intended for professional development.
Fulbright Foreign Student Program
The Fulbright Foreign Student Program is designed primarily to strengthen African universities and other institutions through graduate-level training. It is a two years funding for a full-time study towards a master’s degree at a higher education institution in the United States.
Public Diplomacy Small Grants Program
The Public Diplomacy section (PD) of the U.S. Embassy in Madagascar and Comoros, part of the U.S. Department of State, is pleased to announce that funding is available through its Public Diplomacy Small Grants Program.
