The U.S. Embassy in Madagascar and Comoros is pleased to announce the annual competition for the Hubert H. Humphrey Fellowship program.  This one-year, full scholarship program is offered to mid-level professionals who have a proven record of leadership, commitment to public service, and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university.  This is not a degree-granting program but is intended for professional development.

This program brings accomplished professionals from developing countries to the United States at a midpoint in their career for a year of study and related professional experiences.  Fellows are selected on their potential for national leadership and commitment to public service in either the public or private sector.

    • Finance & Banking
    • Public Policy Analysis and Public Administration
    • Technology Policy and Management

Rights and Freedoms:

    • Communications and Journalism
    • Law and Human Rights

Sustainable Lands:

    • Agricultural and Rural Development
    • Natural Resources, Environmental Policy, and Climate Change
    • Urban and Regional Planning

Thriving Communities:

    • Public Health Policy and Management
    • Substance Abuse Education, Treatment and Prevention (Candidates must have either a research background in the field or demonstrated ability to learn the results and policy implications of current research. The candidates should be recruited and ranked together with candidates in other fields and must complete the supplementary field-specific page of the application for this topic area)
    • Educational Administration, Planning, and Policy

To be eligible for a Hubert H. Humphrey Fellowship, applicants must:

    • Be citizen of and currently residing in Madagascar or in the Union of the Comoros;
    • Be a holder of a 4-year university degree or a master’s degree or the equivalent of a U.S. bachelor’s degree in the field of specialization; Please note that a 3-year degree (Licence) and Certificate of success are not accepted. Only an official degree will be considered.
    • Be individuals working in either the public or private sector with demonstrated leadership ability and a demonstrated commitment to public service;
    • Be mid-career professionals in leadership positions;
    • Understand that the program is non-degree granting and be aware that they cannot transfer to degree status in any program and therefore will not be able to become degree candidates after arriving in the United States.
    • Have at least five years of substantive professional experience;
    • Have outstanding academic records, references, and preparation in their chosen field;
    • Have high motivation and a serious commitment to completing the program and returning home.

There is no fixed age limit for fellows.  However, appropriate candidates are mid-career professionals in leadership positions who have a commitment to public service and potential for professional advancement.  Candidates under 30 must clearly demonstrate the maturity and discipline needed to carry out a flexible, self-directed program.

Recent university graduates, faculty members with no management responsibilities, and individuals with recent U.S. experience over the past 7 years are not appropriate candidates for this program.

Application instructions:

    • Applications must be completed and submitted online before Thursday, July 27, 2023.
    • In addition to the completed application forms, applicants must provide certified copies of university transcripts and diplomas and two letters of reference (one MUST be from current employer).

A committee will screen applications and only short-listed candidates will be called for personal interviews.  Non-selected candidates will be notified as well.
